What is an SDVOSB?
Service-Disabled Veteran-Owned Small Business, explained in plain English: what it means, who certifies it, and why it matters when you hire a cleaning company.

What SDVOSB stands for
SDVOSB means Service-Disabled Veteran-Owned Small Business. It’s a small business that is at least 51% owned and controlled by one or more veterans with a service-connected disability, and run day to day by them.
Who certifies it
Since January 1, 2023, the U.S. Small Business Administration (SBA) certifies veteran-owned and service-disabled veteran-owned small businesses through its VetCert program. Before that, the Department of Veterans Affairs handled verification, and many businesses simply self-certified.
Certification means SBA has reviewed the ownership and control of the business, not just taken its word for it.
Why it matters for government buyers
Federal agencies have an annual goal for how much of their contracting goes to SDVOSBs, and contracting officers can set aside work for certified SDVOSBs. Prime contractors also use SDVOSB subcontractors to meet their own small-business subcontracting goals.
For custodial work, the usual codes are NAICS 561720 (Janitorial Services) and PSC S201 (Housekeeping: Custodial Janitorial).
Why it matters for private businesses
Most private offices aren’t required to hire an SDVOSB, but there are good reasons to care:
- Supplier diversity: many companies and property managers track spend with veteran-owned and minority-owned suppliers
- Accountability: the owner is the person running the business, not a distant brand
- Supporting veterans: your monthly cleaning contract supports a veteran-owned local business
How to verify a business
Don’t take a badge on a website on faith. You can check:
- SBA certification: search for the business in SBA’s certification records (search “SBA VetCert”)
- SAM.gov: look up the business by name or Unique Entity ID (UEI) to see its federal registration
- Ask for the details: a legitimate SDVOSB will give you its UEI and CAGE code without hesitation
